本書作者以市場化為框架,以中國農村工業的興衰史為主線索來研究當代農村。本書指出,在市場化過程中,中國基層政權承擔了國家不可能承擔的責任,為中國農民走向市場架起了一座精致的橋梁,扮演了市場中介的角色。在基層政權的帶領下,億萬農村人以小型農村集體為單位,扶老攜幼闖蕩工業市場,保障了自身的安全,贏得了全世界市場對手的尊重,換取了本地社區的文明與進步,乃至全中國的穩定和繁榮。 一個地區的基層政權能否扮演農民與市場之間的中介,決定這個地區的農民在市場中的命運。農民在市場中的不同命運則決定中國社會的現狀。本書提出,基層政權能否發揮市場中介作用,取決于繼承回歸家庭耕作之前的基層政權組織形式和集體主義精神,在于農村社區的凝聚力,也在于國內的主流意識形態。對于中國農村問題,學界有兩種不同的思路。一是主流思路,視基層政權為農民貧困的原因,號召通過“轉制”、“海選”、“費改稅”來削弱基層政權。另一個是此書表達的思路,即視基層政權為農村社會的脊梁,認為農民、農村社區、農村基層政權三位一體,不可分割,所以號召信任、加強、和改善基層政權。 在書中,作者警告說,抽掉了基層政權這根脊梁,農民就會重新淪落成一盤散沙,變成億萬條蠕蟲,積累貧困;農村社會就會退化,甚至變成不安定因素的沃土。繼承在共產黨領導下組織起來的傳統,在基層政權的領導下組織起來,農民是千萬條龍,是中國現代化列車的發動機。
